END INSTITUTIONALIZED CHILD ABUSE [/glow]

People around the world have voiced their concerns that children are being mentally and physically abused and neglected in residential treatment facilities in the United States and in other countries.
Children are dying in residential treatment facilities, boot camps, and wilderness programs, often from face-down, prone restraints. This International Petition will support the banning of such dangerous and deadly restraints and will further support the use of de-escalative techniques.
The undersigned agree that in order to ensure the safety of these children, State and Federal legislation should be enacted to provide the following:
Foreign-based child residential treatment facilities:
• Justice Department investigations would assure the safety and welfare of American children residing in foreign-based institutions that are owned or managed by United States citizens or other private entities organized under the laws of the United States
• Cooperation of appropriate foreign authorities would be obtained in order to investigate foreign-based residential treatment facilities
• Investigate allegations of child abuse, neglect, or human rights violations against children 18 years or younger in foreign-based residential treatment facilities
• Through the Attorney General, seek the cooperation of appropriate foreign authorities to remedy any threat to the safety and welfare of those children, discovered through such an investigation
United States-based child residential treatment facilities:
• Inspect child residential treatment facilities in states within the United States
• Prohibit physical and mental abuse of children
• Prohibit neglect of children
• Enforce standards in which the facility would be held to the same standards as parents or guardians
• Periodically perform unannounced inspections in residential treatment facilities
• Impose monetary and criminal penalties, including imprisonment, if a residential treatment facility engages in the abuse or neglect of a child in their care
* Abuse and neglect with respect to a child means “a knowing act or omission that the officer, employee, or contractor involved knows or should know will result in death, serious physical or emotional harm, sexual abuse or exploitation, or will present an imminent risk of serious harm.”
Please include your comments as to why you believe State and Federal legislation should be enacted to protect children in residential treatment facilities. Please encourage others to sign this petition. It will be provided to legislators interested in effecting change and in making those who abuse children accountable for their actions.
